The Constitution of Upper Rhondda Brass Band

1).  Name   The organisation will be known as Upper Rhondda Brass Band.

2).  Objectives

(a). To encourage and develop the musical talents of the young people of Rhondda and its immediate vicinity, and to cater for those needs in an appropriate manner. To ensure that the individual needs of all children and young people are met and that no one is discriminated against by age, gender religion or ethnicity.

(b). To offer any advice that may be requested with regard to the collective opinion of musical interest in the area and/or any future planning of musical events.

(c). To work in consultation and collaboration with the Rhondda Cynon Taff Education Authority as appropriate and to encourage children and young people to actively participate in band music.

(d). To ensure that information relating to musical opportunities within the area is readily available to the general public, particularly for newcomers.

(e). To receive and consider any reports or recommendations from any other organisations on a variety of musical issues, especially having regard for items pertaining to youth bands, and to take any action deemed necessary.

(f). To actively seek and secure any available funding for the benefit of the Upper Rhondda Brass Band through grants, sponsorship, donations or any other fund raising initiatives.

3).  Membership of Upper Rhondda Brass Band

All children and young persons who are interested may apply to join the Brass Band.  All members must abide by regulations and must conform to an acceptable standard of behaviour at all times. Members shall at all times conduct themselves in an acceptable manner and with consideration for other Members and the general public. The deportment, appearance and total demeanour of the band are part of the service the band provides to its clients and has to be as high a standard as the musical performance.

4).  Officers of the Committee

The Upper Rhondda Brass Band will have its own committee known as the Upper Rhondda Brass Band Committee.  The following officers will serve in an honorary capacity:

5). Termination of Membership

The Upper Rhondda Brass Band Committee shall have the power, by notice in writing to a member, or a persons applying to be a member, to summarily terminate their membership of the band in any of the following circumstances, provided that the individual concerned shall have the right to be heard by the Upper Rhondda Brass Band Commitee, accompanied by a friend, before a final decision is made.:-
1. If such a member is considered to be in arrears with regard to their Subscription or any other monies owed to the band.
2. If such a member is guilty of any gross misconduct that, in the opinion of the The Upper Rhondda Brass Band Committee, is detrimental to the band wherever it occurs.
3. If, in the opinion of the Musical Director, the musical standard of the individual is not maintained to an adequate level, and this view is endorsed by the The Upper Rhondda Brass Band Committee.
4. If such a member is considered to be in breach of the band Rules and, following appropriate warnings, has not improved their conduct.
5. A member whose membership is terminated under the above, or a member who voluntarily resigns, shall return all the band property held at the termination of their membership, in such a condition as shall satisfy the Upper Rhondda Brass Band Committee.

6).  Meetings   (a) An Annual General Meeting will be held once a year in a month to be determined by the Committee in order to transact the following business:

* To receive the report of the Honorary Secretary. * To receive the report of the Honorary Treasurer.
* To review the work and progress of the Upper Rhondda Brass Band for the previous year and deal with any specific matters as they arise. * To elect any officers as appropriate.

(b). The Committee of the Upper Rhondda Brass Band will hold other meetings as and when it may be considered necessary.

(c). Upon receipt of a written request from the Chairperson, the Honorary Secretary will call an Extraordinary General Meeting.

(d). The Honorary Secretary will ensure that all Committee Members are given at least seven days written notice of any meetings.  The Secretary will also be responsible for taking minutes during these meetings.

(e). The Committee reserves the right to appoint new members and sub-committees if deemed appropriate.

7).  Finances

(a). The financial year will run from June 1st to May 31st each year.
(b). Any monies raised by the Upper Rhondda Brass Band will be applied solely for the purpose of the stated objectives as contained in this document.
(c).   No member of the Upper Rhondda Brass Band or the Committee will receive any payment directly or indirectly for services to the organisation, other than claims for legitimate expenses.
(d). In the event of dissolution of the Upper Rhondda Brass Band, its property will be realised and after the satisfaction of all debts and liabilities, this property will not be given to or paid to any members of the Upper Rhondda Brass Band or the Committee, but will be transferred to another similar institution or organisation.
(e). All members of the Upper Rhondda Brass Band will be required to pay contributions.  At the time of writing this is fixed at £2.00 per member per week, but will be subject to review as and when considered appropriate.  Missed weeks must be paid for with the exception of a two week period each year to allow for annual holidays.
(f). The Upper Rhondda Brass Band Committee may authorise expenditure out of its funds solely for the benefit of the said organisation.
(g). The Honorary Treasurer will keep proper books of accounts and will be responsible for advising and reporting to the Upper Rhondda Brass Band Committee on all financial matters affecting its activities.  An audited statement of accounts will be presented to all Committee Members at the Annual General Meeting.

8).  Special Powers

The Upper Rhondda Brass Band committee has the authority to take whatever action it deems necessary in certain circumstances. This action must be reported at the next meeting of the Band Committee, or if necessary ratification sought at a specially convened meeting.

9).  Amendments to the Constitution

This Constitution may be amended by a General Meeting of the Committee.  The adoption of any amendment must have the support of at least two thirds of Committee Members present at that meeting.  Any proposed amendment will be included in the notice of the General Meeting.

Certified a true copy of the constitution of Upper Rhondda Brass Band Committee. This constitution was amended at the AGM on June 18th, 2008 and was agreed by all present.
